Solar panels can only be installed on roofs in South Tyrol, not as solar farms on the ground. Renovating and optimising existing hydro plants, especially the big ones, is an important step, he says. Nevertheless, in his view, small hydro shouldn't only be judged on efficiency, but also on its social role enhancing life in the mountains.
